Prof Luki Adrianto Introduced the SES Approach in the Management of Indonesian Fishery Resources

Through the Press Conference of the Professor's Pre-Scientific Oration, which was held online, 16/3, Full Professor of the Faculty of Fisheries and Marine Sciences (FPIK) IPB University, Prof Luki Adrianto explained that fisheries management is facing managing a complex system—namely the interaction between aquatic ecological systems and social systems.

"In its implementation, fisheries management has not considered the balance between those two. The importance of utilization for the socio-economic welfare of the community is felt to be greater than the health of the ecosystem, or vice versa. In other words, the approach taken is still partial and not yet integrated," he said.

He continued that the Social-Ecological System (SES) is a concept that emerges to understand the dynamics of inseparable linkages between ecological and social systems. The linkage between these two systems is a necessity that cannot be separated (intertwined) and is irreversible.

"By using the SES approach, a complete understanding of the fishery system as an SES unit can be improved to ensure the sustainability of the fishery system," he said.

He said the results of research on seagrass fisheries management on Bintan Island, Riau Archipelago Province, showed that by using a qualitative descriptive linkage analysis, the seagrass ecosystem became the primary source of income for traditional fishermen in four villages. The villages were Teluk Bakau Village, Malang Meeting Village, Berakit Village, and Pengudang Village with different variations of elements.

"In the context of policy deconstruction, I propose three policy frameworks. Called realizing global leadership in sustainable fisheries practices; strengthening the national fisheries governance framework that is inclusive, resilient, and sustainable with an ecosystem approach; increasing collective efforts to achieve the target of sustainable fisheries development with an integrated social systems approach in an ecological system based on Fisheries Management Areas (WPP)," he said.
