Afternoon Dialogues at RRI

Indonesia is prone to disaster. The natural disasters of Wasior,  Mentawai, Merapi and flooding in Jakarta, are still fresh in our minds. Some of the causes of those disasters are human-errors, such as floods or landslides. Basically those two disasters, could be anticipated by themselves, especially to appreciate and to love nature, so nature will be more friendly to its inhabitants. This was the explanation of the afternoon Dialogue at RRI on 2 November 2010 by Dr. Suria Darma Tarin, M.Sc, who is an expert and concurently lecturer of the Department of Soil Sciences, Faculty of Agriculture – Bogor Agricultural University.  The topic of the discussion was "City Spatial and Flood”.

Further, Dr. Suria explained,  that anticipating the flood can be implemented by humans in various methods, one of which is to utilize the good city planology, and then manage those layouts  (spaces utilization should be in accordance with its function), and limitation. "The utilization of spaces should be consistent with its plannings, it should be not hit-crashing, as stated in government regulations (PP) No.  26 of 2008 on the National Spatial, there will be sanctions for the offenders," he said.

Dr. Suria provided alternative solutions  related the floods often occurs in the capital city, Jakarta, such as by increasing the capacity of rivers by building dams on the river bank with a hydraulic structure or under ground reservoir.

According to him, such systems, will enable reduce the rivers flow from the upstreams which discharge into Jakarta sea.

Floods in Jakarta are due to the accumulative of water flow from the rivers in the upstream at certain period of time," he said

He explained, further, technologically, it is feasible to build underground dams in Greater Jakarta although it will cost a lot of money.  However, we should count the losses caused by floods that occur every rainy seasons.

“Other ideas for human to love nature, the government should levy tax for  ground water withdrawal, thus people will  appreciate the uses of water and they will be utilize it as efficiently as possible, "he said (Wied)
