Strengthening Good University Governance, IPB University Leaders Join Workshop on Best Practice Implementation of Three Line of Defense

The leadership of IPB University attended the Workshop on Best Practice Implementation of Three Lines of Defense. The event was held at the IPB International Convention Center (IICC), Bogor (20/9). This activity presented speakers from PricewaterhouseCoopers (PwC), a multinational professional services network. The company develops policies and initiatives to create a similar and coordinated approach in several areas, such as risk, quality, and strategy.
Rector of IPB University, Prof Arif Satria when opening the event conveyed the importance of understanding the best practice of implementing the three lines of defense to strengthen good university governance. This is to make IPB University a trendsetter in higher education by implementing good university governance.
“How all lines can perform their roles and functions well and synergize with each other to create good university governance as a common goal,” he explained.
Michael Stephen Hitipeuw, Managing Risks for Business Decision PwC in his material said that implementing good university governance is not because there will be auditors who will audit. Understanding and control are not solely in internal audit but in all lines. To make good decisions, financial data is also needed.
Furthermore, PwC Director Bakhtiar Baskara Ollong shared his experience in helping startup companies. He said that beginner startup companies usually consider organizational management not to be a priority. They focus more on the sustainability of the company.
“When the company gets bigger, risks start to occur and usually tend to be late,” he said. Therefore, he said, in managing risk management it is important to start since the organization is still small so that the company can be maintained and managed properly.
“What often happens in higher education governance is risk related to information technology or cyber risk and information. The second risk is related to the environment and climate change or sustainable environmental and climate change risk. The third is financial sustainability risk,” he explained.
He explained that at the forefront of risk management are those who run business processes and implement internal control. The second line is those whose role is to ensure enterprise risk management runs. The third line is the role of the internal auditor.
“External auditors only photograph what is done. The more findings from external auditors, it means that the organization has weak controls. These three lines must carry out business objectives together,” he said.
Prof Agus Purwito, Secretary of IPB University when moderating the event said that as a public organization, IPB University needs a well-organized business process. No less important, the role of the Quality Management Office must also continue to be strengthened. Similarly, the layers of management have a very important role in the organization.
The speakers were the units at IPB University that are at the forefront of the three lines of defense including Ir Budi Purwanto, ME (Head of Risk Management Office), Dr I Wayan Nurjaya (Head of Quality Management Office), Dr Wawan Oktariza (Head of Internal Audit Office) and Ir Julio Adisantoso, MKom (Head of Information Management and Digital Transformation Institute).
